About the Project

The Rail Network Renewal projects. The RTIO rail network is the largest privately-owned and operated rail system in Australia.

As part of the Rail Network Renewals project, the major renewals teams have produced six campaigns of over the last 9 months: Pelican, Ibis, Gecko, and Gull. The scope included deconstruction and replacement of track, turnouts, and rail crossings, with necessary ground formation treatment to ensure efficient rail operations in the future..

About the Project
The Denny Avenue Level Crossing in Kelmscott was the first crossing to be removed under the METRONET Level Crossing Removal program and permanently closed on 1 April 2021.
 
With the boom gates down an average of one minute and 44 seconds each crossing and a total average closure of three hours and seven minutes per day, removing this crossing increased the safety of pedestrians, cyclists and motorists, as well as reducing road congestion and revitalising the local area.
 
With the level crossing permanently closed, a new east-west connection rail-over-road underpass was built at Davis Road.

Scope of Works

The Mandurah rail line was blockaded (closed) between Glen Iris and Cockburn to reconstruct the Mandurah line tracks on a new alignment to make space for the future construction of the new Thornlie-Cockburn Link. This was the longest ever blockade of a PTA line and affected the busiest section of the network.

Halo provided innovative solutions that inclded laying the ballast using a ballast box and walking floor trailers which greatly increased the efficiency of the ballast laying operation while reducing ballast waste.

The Thornlie-Cockburn Link will be Perth’s first east-west cross line connection, providing a higher level of public transport service to Perth’s south-eastern suburbs.
 
The works were successfully completed, and the line was handed back to passenger service on schedule at full line speed (130 km/h) and without operational restriction, the first time this has happened after a major blockade on the PTA network.

Following the successful delivery of the Thornlie Cockburn Link Christmas Blockade, NEWest engaged Halo Civil Engineering to conduct miscellaneous civils on the project. Halo’s scope of works included bulk and detailed earthworks, drainage, pavement works, rail embarkment and utilities.

About the Project
Wanneroo Road and Morley Drive intersection is one of the most congested in Perth with more than 25,000 vehicles using the intersection daily. In the five-year period up until the end of 2020 there was a total of 192 reported crashes, 90 percent of which were rear end crashes.
 
Halo’s client, Highways Construction Pty Ltd were awarded the construction contract to deliver the upgrades, which included adding or extending traffic lanes on all four approaches to the intersection as well as installing new bus lanes.
 
The $20 million Wanneroo Road and Morley Drive project was jointly funded, by the Australian and Western Australian governments committing $10 million each.

Halo has been engaged by H2H (NRW Contracting and WBHO Infrastructure JV) to assist in the delivery of the Mitchell Freeway Southbound Upgrade – Hodges Drive to Hepburn Avenue since 2021. Halo’s scope of works included earthworks, pavement construction, utility infrastructure and drainage. providing civil contracting and plant and labour resources.

About the Project

Mitchell Freeway is the main arterial road that connects the northern suburban areas with Perth’s CBD. During the morning peak hour commute there are bottlenecks at Erindale Road, Whitfords Avenue and Ocean Reef Road causing delays.

Widening the freeway from Hodges Drive to Hepburn Avenue is part of an overall strategy to improve performance of the Mitchell Freeway. The project will provide an extra southbound lane on the Mitchell Freeway between Hodges Drive and Hepburn Avenue.

Halo worked with H2H to provide skilled civil plant and labour resources to work on this important freeway construction and upgrade.
